Move the admin to the WordPress 0.24 design system #383

The admin and the editor should move to the @wordpress/ui 0.24 design system that WordPress published on 7 October.

Current state: the admin runs @wordpress/ui 0.23 with godmin 0.16.1 and react-auth 0.10.0. The new godmin 0.17.0 and react-auth 0.12.0 only accept ui 0.24, so the admin cannot take any newer release of either.

Proposal: take godmin 0.17.0, react-auth 0.12.0 and every WordPress package of the 0.24 release in one step, so each package installs once. ui 0.24 renames Dialog.CloseIcon to Dialog.CloseIconButton, so the dialogs follow. Its Notice no longer reads itself aloud, and WordPress now says to keep notices that show when a screen opens silent and to announce only what changes. So a failed restore and the offer of unsaved words announce themselves with speak(), and the notices shown on page load stay silent. The theme kit takes block parser 5.57.0.
