nodejs: typeless-sample-bot: replace with standard TypeScript tooling

The typeless-sample-bot package in packages/typeless-sample-bot/ is a custom tool that converts TypeScript sample snippets to JavaScript:

It seems to only be used in one place in the entire codebase:

Instead of maintaining typeless-sample-bot, I wonder if we can replace it with a direct invocation of tsc or the Babel CLI, both of which are already available as dependencies in this repo.

I completely agree. We should avoid custom tooling wherever possible. If only one library depends on it, we should migrate it to more standard tooling.
