This pull request enables code generation for the Node.js Cloud IoT library by removing the skip_generate flag in librarian.yaml. It also updates the repository metadata in .repo-metadata.json (including renaming the API to cloudiot and updating its description) and deletes obsolete configuration and smoke test files.
