feat(cli): add temporary flag to disable workspace policies

We are adding a temporary flag to disable workspace level policies to reduce friction during the auto-acceptance phase. This allows bypassing workspace policy resolution even in trusted folders.

Related to the ongoing work to streamline workspace trust and policy management.
