Improve the guidance on Cargo.lock in Rust.gitignore

Wow this PR is old lol. FYI the guidance for this has changed and Rust no longer has an opinion on whether Cargo.lock should be ignored. https://blog.rust-lang.org/2023/08/29/committing-lockfiles.html
