Add timing summaries to long-running validation workflows

CGO, CWI, and License Compliance Check have shown 75–94 minute outlier runtimes without enough step-level data to identify the slow path. This adds run-local timing visibility so future outliers show which job or step is responsible.

• Workflow timing summaries

  • Added a summarize-timing job to CGO, CWI, and License Compliance Check.
  • Each summary runs after the workflow’s validation jobs and writes a job/step duration table to $GITHUB_STEP_SUMMARY.

• Actions API instrumentation

  • Uses actions/github-script with read-only actions: read permissions.
  • Queries listJobsForWorkflowRun for the current run and formats durations from started_at / completed_at.
