[aw] Enforce safe-output emission in daily arXiv researcher workflow

The daily arXiv researcher workflow could complete successfully without emitting any safe output, which triggered “produced no safe outputs” despite a successful agent run. This change hardens the workflow prompt so completion always includes a valid safe-output action.

• Root cause addressed

  • The prompt described create_discussion/noop paths but did not make safe-output emission an explicit completion invariant, allowing plain-text-only termination.

• Prompt contract tightened (.github/workflows/daily-arxiv-researcher.md)

  • Added a Completion Requirement section requiring exactly one safe-output call before finishing:
    • create_discussion when actionable opportunities exist
    • noop when no opportunities exist, new_count == 0, or analysis yields no actionable output
  • Added explicit prohibition on ending with summary text only.

• Compiled workflow updated

  • Regenerated .github/workflows/daily-arxiv-researcher.lock.yml to reflect the prompt contract change.

## Completion Requirement

You MUST call exactly one safe-output tool before finishing:
- `create_discussion` when actionable opportunities are found.
- `noop` when no actionable opportunities are found, when `new_count` is 0, or when analysis cannot produce actionable output.

Do not end with a plain-text summary only. The final action in the run must be one safe-output call.
