Update the pinned version of the gh-aw-threat-detection binary from the current v0.4.12 to the latest release v0.5.1.

Change

Update DefaultThreatDetectVersion in pkg/constants/version_constants.go:

const DefaultThreatDetectVersion Version = "v0.5.1"

Follow-up

• Run make recompile to regenerate any workflow .lock.yml files that embed the pin.
• Run make fmt and make agent-report-progress to validate.
• Verify install scripts under actions/setup/sh/install_threat_detect_binary*.sh still resolve the new release correctly.
