add-labels doesn't create labels if missing and there's no option to do this. #56050

I thought add-labels safe output created labels automatically, but I get this:

 Error: 6 safe output(s) failed:
  - add_labels: Label "good first issue" not found. Ensure the label exists in the target repository.
  - add_labels: Label "needs investigation" not found. Ensure the label exists in the target repository.
  - add_labels: Label "needs investigation" not found. Ensure the label exists in the target repository.
  - add_labels: Label "needs investigation" not found. Ensure the label exists in the target repository.
  - add_labels: Label "needs investigation" not found. Ensure the label exists in the target repository.
  - add_labels: Label "needs investigation" not found. Ensure the label exists in the target repository.

What resolution would you like here, should we have an option on add-labels  to create the labels if not present, or should we always do it?
