Resolved in AWF by the merged Cloud Hypervisor readiness fixes:

• Fix Cloud Hypervisor guest network readiness race gh-aw-firewall#7555 hardened guest network readiness.
• Fix Cloud Hypervisor API proxy readiness race gh-aw-firewall#7582 added bounded retry/backoff for the API proxy readiness probe, which is the exact failing path in this run.

Both fixes are included in AWF v0.28.3: https://github.com/github/gh-aw-firewall/releases/tag/v0.28.3. This failed run installed v0.28.2, before the API proxy readiness fix was released. Tracking report: github/gh-aw-firewall#7597.
