Root cause
The search URL in the "related runs" link contains a literal, unencoded double-quote " as the opening delimiter of the phrase search, while the closing double-quote is properly percent-encoded as %22:

CommonMark's inline link parser allows an optional title after the URL, delimited by ". When it encounters the unencoded " inside the parenthesised URL, it interprets the remainder as a title attribute. Because the title never closes cleanly, the entire link fails to parse and falls back to raw text.
Fix
Encode the opening double-quote as %22 consistently in the search URL builder inside process_safe_outputs.cjs (bundled via github/gh-aw-actions/setup). The resulting URL should be:
