Probable root cause
agenticworkflows audit on the failed run shows the agent probing the environment (printenv GOTOOLCHAIN, make build 2>&1 | tail, make build GOTOOLCHAIN=... , make fmt 2>&1 | tail) after hitting:
go: go.mod requires go >= 1.26.5 (running go 1.25.12; GOTOOLCHAIN=local)
audit-diff against the last successful run (30784179371) confirms this is new: run1 uniquely made 49 extra tool calls the successful run never needed, including every one of the GOTOOLCHAIN/make-build/make-fmt probes above — the sandbox's Go toolchain is behind what go.mod now demands, and GOTOOLCHAIN=local prevents the runtime from fetching the newer version itself.
The agent behaved correctly here: it hit the mismatch, could not validate its change with make build && make fmt, and called safeoutputs report_incomplete with the full GOTOOLCHAIN detail instead of opening a PR with unvalidated code.
