Description

The Detection Analysis Report (2026-08-02) found that .github/workflows/daily-regulatory.md (Daily Regulatory Report Generator) is missing gh-aw-detection: true in its frontmatter, despite the workflow's own description stating it "monitors and cross-checks other daily report agents' outputs for data consistency and anomalies" — matching the audit/monitor pattern this repository requires threat detection for.

Suggested Changes

• Add gh-aw-detection: true to the frontmatter of .github/workflows/daily-regulatory.md
• Recompile the workflow (make recompile) to regenerate the corresponding .lock.yml
