[Code Quality] Identify and split new god file (god-file count rose from 2 to 3) #48061

Description

@github-actions

Description

The daily Sentrux quality report (2026-07-25) flagged that the god-file count increased from 2 to 3. God files are files with excessive responsibilities, high coupling, and large line counts — they accumulate technical debt and slow down contributors.

The quality signal is 5238, but god-file growth is a leading indicator of future coupling problems. Coupling has also risen from 0.038 to 0.057 since the previous scan.

Suggested Changes

  1. Run the Sentrux god-file query to identify which file was newly added to the god-file list
  2. Analyze its responsibilities and identify 2-3 clear subsystems that could be extracted
  3. Extract each subsystem into its own file/package with a clear interface boundary
  4. Ensure the refactoring does not break existing tests or callers

Investigation Starting Points

  • Check file size outliers in pkg/cli/ and pkg/workflow/
  • The function-length lint backlog (662 findings) likely overlaps with god-file candidates
  • Cross-reference with coupling rise: which packages recently gained new imports?

Files Affected

  • TBD (requires investigation to identify the new god file)
  • Likely in pkg/cli/ or pkg/workflow/ based on known backlog

Success Criteria

  • God-file count returns to 2 or below
  • No new import cycles introduced
  • All existing tests pass
  • Coupling metric stable or improved in next Sentrux scan
