msvc: add forgotten source file#2102

In 1cadad6 (git clone <url> C:\cygwin\home\USER\repo' is working (again), 2018-12-15), we introduced a new source file, containing utility functions on Windows. But we forgot to adjust the MSVC section. Signed-off-by: Johannes Schindelin <johannes.schindelin@gmx.de>
