Previously cursor include short id in the PR description only if auto-create PR was on for cursor, but that setting is a little difficult to find and probably isn't commonly going to be on. Might as well include issue id always. Removed old unit tests and check for setting when defining short-id

Following #106454, on explorer-autofix the cursor prompt was set to always include the short-id. This branch implements the same on the older autofix ui that most organizations use.
