CONTRIBUTING.md states "Use dev branch" - No dev branch?

CONTRIBUTING.md states:

Please point your pull requests at the dev branch. We don't accept pull requests to master.

Since there is no dev branch, what branch would you prefer to receive a pull request against?

we've just done things into master, though I suppose it would be wise to add a dev/ branch for this purpose.
