feat: vesting commands

Depends on genlayerlabs/genlayer-js#193 (lockstep — uses vestingActions from that branch; the TS build against published genlayer-js goes green once it lands).

Tooling-wave: genlayer vesting list/delegate/undelegate/claim/withdraw following the staking command conventions. Mock-based tests are green now. Un-draft after #193 merges.
