Scope:

• Add one narrow xtask slice that runs the durable runtime WAL, WSC export,
  retained evidence, and stale-claim guards.

Acceptance:

• The slice is fast enough for PR use or clearly classified as release-gate
  only.
• It is documented in docs/workflows.md.
