Scope:

• Reconcile side-effect materialization intent and observation records with
  retained material and recovery posture.

Acceptance:

• Existing artifacts are detected by digest before retry.
• Effects are not replayed blindly after restart.
• Missing or mismatched artifacts return typed materialization posture.
