Scope

Parent issues: #522.

Scope:

• Export one recovered WAL segment reference plus accepted submission and
  receipt evidence as WSC.
• Keep locator strings non-authoritative.

Acceptance:

• Import validates the WSC payload, projected identities, segment digest,
  LSN range, and commit anchors.
• Import reports missing segment bytes as an explicit ref-only dependency, not
  as corruption.
• Absolute host paths are rejected or normalized out of causal identity.
