Related issue: Resolves #52601

A community PR dropped it to 10 minutes. I'm changing it to 1 day.

Checklist for submitter

  • Changes file added for user-visible changes in changes/, orbit/changes/ or ee/fleetd-chrome/changes.

Testing

  • Added/updated automated tests
  • QA'd all new/changed functionality manually

Summary by CodeRabbit

  • Bug Fixes
    • Windows MDM client certificates now remain valid for 365 days from issuance.
    • Certificate validity includes a one-day allowance for device clock differences.
    • The renewal window now opens 180 days before expiration, reducing repeated renewal attempts every few days.
    • Certificate renewal timing is now aligned with the certificate’s full advertised lifetime.

The 10-minute allowance from #52620 is the AD CS norm, but it assumes
domain-grade time discipline. Fleet enrolls workgroup, Entra-joined and
BYOD hosts, where a clock trailing the server by hours is realistic
(dual-boot RTC read as local time, restored VM snapshots, hardware that
has not reached NTP yet). Such a host rejects a freshly issued
certificate as not yet valid, surfacing as an opaque enrollment failure.

Widening costs nothing now that NotAfter is derived from the issuance
time rather than from NotBefore, so neither expiry nor the renewal
window moves.

Pull request overview

Adjusts Windows MDM WSTEP client certificate issuance to allow a larger clock-skew window by backdating the certificate NotBefore by 1 day, aligning with the intention in #52601 to avoid excessive backdating while tolerating real-world client clock drift.

Changes:

  • Introduced clientCertClockSkewAllowance (24h) and used it to compute NotBefore for issued client certs.
  • Updated the populateClientCert validity test to assert NotBefore matches the new skew allowance and added a guard assertion around the skew window.

Walkthrough

Windows MDM client certificates now use a named 24-hour NotBefore clock-skew allowance. populateClientCert uses this allowance when calculating NotBefore. The validity test checks the calculated date and requires the allowance to equal 24 hours. The changelog describes 365-day validity and renewal 180 days before expiry.

Priority: ➖ Normal — Schedule the Windows MDM certificate clock-skew update because it addresses medium-severity certificate lifetime and renewal behavior with targeted code, tests, and documentation changes.

Severity of issue fixed: Medium

Merge Risk: ⚪ Minimal · up to 7209f

Windows MDM client certificates now allow a 24-hour NotBefore clock-skew window, with test coverage asserting the intended duration and certificate date behavior. No merge-blocking current-head risk is identified.

Explanation

The PR addresses the clock-skew portion of issue #52601 by changing the certificate backdating allowance to one day. It does not address the issue's other required changes: deriving NotAfter from PolicyCertValidityPeriodInSecs or aligning the provisioning document's RenewPeriod with PolicyCertRenewalPeriodInSecs.

Resolution

Implement the remaining certificate-validity and provisioning-period changes, or update the linked issue and PR scope to explicitly track those requirements separately. Do not assume other work satisfies them without evidence in this review context.

Restore the sentence dropped from the constant's comment, and pin the
allowance to exactly one day instead of bounding it below an arbitrary
seven. The bound's failure message claimed it guarded against the
renewal period while comparing against an unrelated number; an equality
assertion pins the value the changes entry promises and drops the
misleading wording.
