allow activation declarations

In the PR we add support for using com.apple.activation declarations.

Currently Fleet prevents you from using activation declarations. I'm unsure why. Activations can be used by the system to apply other declarations when particular predicates are met.

We would like to be able to apply a Legacy Profile Configurations using a local status. We are currently unable to do this with Fleet.

Let me know if you need anything from me to help get this across the finish line.

Testing

• Added/updated automated tests
• Where appropriate, automated tests simulate multiple hosts and test for host isolation (updates to one hosts's records do not affect another)
