Multiple packages: titles/:id/package/token endpoint doesn't support installer_id

💥  Actual behavior

The software/titles/{title_id:[0-9]+}/package/token does not take in an installer_id parameter, so it just provides the binary for the first uploaded installer and not necessarily the one the user clicked on in the UI.

These steps:

• Have been confirmed to consistently lead to reproduction in multiple Fleet instances.
• Describe the workflow that led to the error, but have not yet been reproduced in multiple Fleet instances.

1. Upload multiple installers for the same title
2. Click the download binary button on both of them
3. Observe they are the same file
