SAAD: osquery-perf changes to support user channel declarations + assets #48573

Description

@JordanMontgomery

Related user story

#38986

Task

Extend cmd/osquery-perf to simulate user-channel enrollments and the DDM asset fetch/StatusReport flow so these new paths can be exercised in load testing. Make this configurable via a config(e.g. user_channel_prob similar to existing mdm_prob) so that it is not enabled by default, but document how to enable it and leave notes on the load testing ticket. Make sure to check the load testing ticket and ensure it can be completed with these configs

NB: We don't want to enable it by default because prior load testing numbers are without it enabled and we want QA to be able to decide when to start using it more regularly

Condition of satisfaction

osquery-perf can enroll a user channel and drive the per-channel DDM tokens/declaration-items/asset/status cycle; used successfully by the load test.
