Setup experience on macOS stalls when deploying an application with a network filter #46801

💥  Actual behavior

When deploying a product such as Cortex XDR with a network filter profile during setup experience, it can cause the setup to hang (not fail). A forced restart of the device results in the setup continuing and installing the remaining software.

If installed last, this does not happen, and the setup experience completes as expected.

🛠️ Expected behavior

@GrayW: Setup experience should be tolerant of a momentary network drop or allow you to set a custom installation order to ensure disruptive items are at the end.

@melpike: I think expected behavior is Setup experience should be tolerant of a momentary network drop. TBD/research if we can detect and re-order on Fleet side to avoid this issue. I don't think having an option for the customer to order items is a good experience—a bit too hands on.

🧑‍💻  Steps to reproduce

These steps:

  • Describe the workflow that led to the error, but have not yet been reproduced in multiple Fleet instances.
  1. Enrol a macOS device into a fleet with setup experience enabled
  2. Ensure multiple applications are being installed
  3. Ensure Cortex XDR is being installed along with Google Chrome
  4. Applications after Cortex will stall (not fail) until the device is restarted
