Plain text links already look good, i.e. text-decoration: underline; I don't think we need to do anything super fancy with these types of buttons. There are instances of these throughout the product with/without a supporting icon. (Note that these are different to control buttons, e.g., pagination, etc., with the hover background color.)

Another example of the plain text button is the "button bank" for want of a better term. I have updated these on the linked Figma page and included a visual here (made directly in Chrome inspector)

Or this example (I'm undecided). Let's make a decision together during UX office hours.
Scratch that, this example is better. More consistent with the other stylings.

1. It looks like the plain text links only underline on hover inside the table. Outside the table there is no hover effect. Should we apply the same hover underline for plain text links in the body of the page? For example, the all your hosts link:

@lukeheath yes, text links throughout should have the underline, except for those in the "button bank" mentioned above.

Sorry @lukeheath, no change needed for the dropdown pop up at this point. I haven't had chance to look at it properly. I'm sure it could be improved, but what we currently have is fine.
