VPP application install failures

💥  Actual behavior

customer-numa reports that VPP application installs are failing. When viewing the MDM command results for the failed installs, numa sees a high volume of error codes 9610 and 506. The VPP token has been confirmed to not be in use in any other environment, and there are licenses available for the app they're attempting to install, Microsoft OneNote.

Retry the installation of the VPP app during the setup experience 3 times.

These steps:

• Have been confirmed to consistently lead to reproduction in multiple Fleet instances.
• Describe the workflow that led to the error, but have not yet been reproduced in multiple Fleet instances.

1. Attempt to install VPP applications across a large number of hosts.
2. Observe intermittent failures with the error codes 506 and 9610.

Just added hawking's info to this, as their issue appears very similar. They're using a custom script, as the VPP app is an unlisted, custom app. However, trying to reinstall the app isn't working for them. This first occurred about a week or two ago for them.
