💥  Actual behavior

Uploaded the attached windows SCEP profile which I expected to fail as it has 2 s including one with a bad LocURI. It passed and happily uploaded to the server

Update validation to catch this case

1. Upload attached SCEP profile to fleet
2. See that it passes validation even though it doesn't match expectations
