UI router prohibits team maintainer access to schedules page

### 🧑‍💻  Expected behavior

Log in as team maintainer, click schedule tab, go to manage schedules page.

### 💥  Actual behavior

Log in as team maintainer, click schedule tab, flash unauthorized error, redirect to manage hosts page.
