Adds a deprecation banner to the README and reframes getting-started around fleetctl new, ahead of archiving this repo (fleetdm/fleet#40300).

  • Leads with an [!IMPORTANT] banner: this repo is deprecated and will be archived; existing clones keep working.
  • New Getting started section recommends fleetctl new.
  • Previous GitHub/GitLab setup steps preserved under Legacy setup for anyone who already cloned this starter.

Companion to fleetdm/fleet#50134, which removes references to this repo from the monorepo docs and dogfood pipeline. Archive this repo once both merge.
