Description
Overview
This tracker is for the first heze-devnet-2 test release, EL only.
It covers the two EL EIPs in heze-devnet-2: EIP-7805 FOCIL and EIP-8198 Quick Slots. EIP-8015 and EIP-8365 are CL only and not tracked here, and frame transactions are not in this devnet.
Both EIP branches are already merged into devnets/heze/2, and we release from it.

The EIP and feat(spec-specs,test-forks,tests): implement EIP-8198 quick slots #3703 target 10s slots.heze-devnet-2runs 12s slots, agreed on ACDT #100, with the EL values unchanged: base fee max change 5/48, blob target 12, max 18 and update fraction 12018519. No EELS change is needed for 12s.

- Linked the test fixture release tag within the issue and closed it.
