Overview

This tracker is for the second frames-devnet-0 test release.

EIP-8141 frame transactions on top of the glamsterdam-devnet-8 stack, updated to the current spec tip. The release fills the full suite at Bogota.

EIP-8141 update, spec frozen at ethereum/EIPs@3ceef8d (2026-08-21), previously 064f496 (v0.0.0).

• Approval scope statically banned on atomic-batch frames (EIPs#12109): feat(spec-specs,tests): pin the EIP-8141 approval context across batches and reverts #3393
• Two-dimensional state gas for frames (EIPs#12062), static SIGPARAM stack via SIGDATACOPY (EIPs#12187), payer warming (EIPs#12113) and the relaxed banned-opcode list (EIPs#12167): feat(specs,tests): update EIP-8141 implementation #3396
• Precompile dispatch for VERIFY frame targets (EIPs#12157): feat(spec-specs,tests): dispatch a precompile a VERIFY frame targets #3407
• Frame target access charged at frame entry (EIPs#12211) and APPROVE failures scoped to the current call frame (EIPs#12212): feat(specs,tests): charge a frame target's access at frame entry #3412
• Calldata floor fixed to the EIP-7976 uniform token count (EIPs#12209), text-only fix, EELS already matched.
• Clarification-only revisions with no code change: no transaction-level status in frame receipts (EIPs#12061), floor repricing and frame.value gas notes (EIPs#12026).

Status

• All relevant PRs merged to eips/amsterdam/eip-8141 or devnets/frames/0.
• devnets/frames/0 updated to the eips/amsterdam/eip-8141 tip.
• Fixtures generated and released: gh workflow run release_fixtures.yaml --repo ethereum/execution-specs --ref devnets/frames/0 -f feature=frames-devnet -f version=v0.1.0 -f branch=devnets/frames/0
• hive-tests workflows bumped to the new fixtures tag.
• Linked the test fixture release tag within the issue and closed it.
