docs: specify eth_simulateV1 ETH transfer logs for frame transactions

Specifies traceTransfers ETH logs for EIP-8141 frame transactions in eth_simulateV1:

• An ETH transfer log belongs to the frame that made the transfer, and it is returned if and only if that frame's logs are.
• Frames that fail, are skipped, or are rolled back (for example by a failed atomic batch) issue no ETH logs.
• Frames that committed keep their logs, even when the transaction as a whole fails.
• Within a frame, a transfer made by a call that reverts issues no log.
• The payer's charge is a gas fee and issues no log.

This complements #907's rule that only surviving frame logs are returned. It doesn't touch #907's schemas or #894.
