This proposal seems to have multiple EIP in requires section. We need to move all of them to Review or beyond. I have added related PRs

Kindly add approval wherever applicable.

@poojaranjan, even if we approve, the EIP Walidator is blocking the merge because we have shared dependencies between 2780, 8038, and 7904. I think we may a need a PR for all of them combined

EIP-2780: #11882 and
EIP-8038: #11885.
When you get a chance, please add your approval. Once that’s done, all three PRs can be merged.
