[FEATURE] ENV Precedence

Env Vaules should take precedence over secure auth file 

**Describe the solution you'd like**
to confirm to the https://12factor.net/config we should let ENV take priority. This is a breaking change so I'd like to have that go out with the next major release. 0.10.x
