[gd6] implement EIP-7954 changes

EIP-7954 (Increase Maximum Contract Size) was bumped to 64 KiB for glamsterdam-devnet-6 (ethereum/EIPs#11540). Erigon currently sets the Amsterdam value to 32 KiB. Changes to apply/verify:

• Max code size → 64 KiB: change MaxCodeSizeAmsterdam from 32 * 1024 to 64 * 1024 (65536) in execution/protocol/params/protocol.go; MaxInitCodeSizeAmsterdam then derives to 128 KiB (131072). The size checks (CheckMaxCodeSize/CheckMaxInitCodeSize in execution/vm/common.go and the txpool check in txnprovider/txpool/pool.go) are already parameterized — no logic change expected.
• Jumpdest analysis for 64 KiB code (feat(tests): add EIP-7954 jumpdest test past the old code-size limit ethereum/execution-specs#2993, feat(tests): add max-code-size jumpdest test for immediate bytes ethereum/execution-specs#2998): verify jumpdest bitvec analysis is correct for the larger code size and run the new jumpdest tests.
• Warm-after-failed-create over max code size (feat(tests, spec-specs): raise EIP-7954 max code size to 64KiB ethereum/execution-specs#2987): a CREATE that fails because the deployed code exceeds the max code size must leave the created address warm (EIP-2929) — verify.
• Test fixtures: bump execution-spec-tests and run the EIP-7954 fixtures (feat(tests, spec-specs): raise EIP-7954 max code size to 64KiB ethereum/execution-specs#2987, feat(tests): add EIP-7954 jumpdest test past the old code-size limit ethereum/execution-specs#2993, feat(tests): add max-code-size jumpdest test for immediate bytes ethereum/execution-specs#2998).
