What does this PR do?

Adds database-owned, versioned block type definitions. It introduces the block type and retained-version tables, deterministic fingerprints, compatible and breaking update classification, inactive breaking versions, explicit activation, seed-safe exact version handling, and SQLite/D1 coverage.

This is B0 of stack #3321. The complete feature changeset is intentionally carried by the final stack PR, #3320.
