Unable to verify by entering recovery key

Steps to reproduce

1. Log into a new session
2. Skip verification
3. Settings -> Encryption -> Verify this device
4. "Verify with Recovery Key"

Outcome

What did you expect?

Should be able to enter the recovery key

What happened instead?

Can't focus the text box. Clicking in the box doesn't do anything.

(It's not that the whole dialog is disabled: "Cancel" still works.)

Strange. I think I only tested it when it prompts you when you initially log in, so maybe there's some weird interaction somewhere.

if you log out and re-log in there is an immediate request to verify the session
if you choose to verify by recovery key there, it is possible to enter the key and verification works.
