Encryption key storage, "allow key storage" fails

Steps to reproduce

1. Where are you starting? What can you see?

"All Settings" → "Security & Privacy" → "Encryption" → "Secure Backup" > This session is **not backing up your keys**, but you do have an existing backup you can restore from and add to going forward. > > ### Advanced > Backup key stored: in secret storage > Backup key cached: not found locally > Secret storage public key: in account data > Secret Storage: ready > Latest backup version on server: 2 (Algorithm: m.megolm_backup.v1.curve25519-aes-sha2) > Active backup version: None

3. What do you click?
   "Connect this session to Key Backup", paste in my Recovery Key → "Looks good!" → click "Continue"

With Element version 1.11.98 (including #29088 ), there is no more a "Secure Backup" section in Security & Privacy

Using the new "Key Storage" area Encryption section, turning "Allow key storage" on fails with no error or other informative message
