Spaces: room loading spinner is too far down the page

Description

While waiting for the list of rooms in a space to load, the loading spinner is off the screen when using a small window. It should always be visible if the area for the room list is visible.

Even when using a full screen window, it is right at the bottom of the page. I would expect it to be in the middle of the loading area.
