M11.12 Default to `Home` and let advanced users opt in to `All` rooms

• In beta, we found similarly large numbers of
  • Users who found it confusing for rooms which belong to Spaces to also be echoed in Home, therefore expecting Home to only contain orphan rooms.
  • Committed users who expect to see all rooms they’re participating in in Home
• When exiting beta, we should
  • Default to ‘Home’ to meet the most common expectations from other platforms
  • Allow committed users to opt in to ‘All’ in Settings (related: 11.14: Conclude labs flags).
• Separately, for the future we’re also exploring interactions which allow users to switch between different views with more visibility and ease than being buried in Settings. More to come!
