Theme and compact timeline settings being in "general" settings tab is confusing

The theme picker and "Use compact timeline layout" are in the middle of the "General" settings tab, which makes them very hard to find. Theme should be at the top of the "Preferences" tab and "Use compact timeline layout" should be in the timeline section in preferences

They are not under Appearance!
