OTel policy test failures resolved by elastic-package v0.126.0 (PR #20512). Serverless builds #2012 and #2013 (2026-08-06) pass cleanly.

Reopening: the closing comment was incorrect. Only
statsd_input_otelin this issue's package list is an OTel package. The majority of failing packages (crowdstrike, elasticsearch, kubernetes, mongodb, oracle, system, vectra_rux, etc.) have failures unrelated to the elastic-package v0.126.0 component-ID fix and are not resolved by it. Now there are failures in otel input packages related to policy tests. Created issue for this elastic/elastic-package#3969
