[Streams] Add data quality calculation details and alert rule to Streams data quality docs

Adds two new sections to the Streams data quality page:

• ES|QL queries that power the quality score calculation, along with updated threshold descriptions sourced from the observability-labs blog
• A "Create a data quality alert" section linking to the existing degraded docs rule page
