[text-auditor] Fix broken docs workflow links and stale CI trigger name text #967

Text Improvements

The following user-facing text issues were found in the repository. Each is a low-effort fix.

1. Docs Patrol links point to a non-existent documentation file

Current text: Stale Issues Investigator pairs with [Stale Issues Remediator](gh-agent-workflows/stale-issues-remediator.md) for label-based lifecycle management (not issue-driven chaining).
Suggested fix: Stale Issues Investigator pairs with [Stale Issues Remediator](gh-agent-workflows/stale-issues.md) for label-based lifecycle management (not issue-driven chaining).
Why: docs/workflows/gh-agent-workflows/stale-issues-remediator.md does not exist; stale-issues.md is the in-repo page that documents this pair.

3. Trigger script still uses an old workflow name in a user-visible list

File: scripts/trigger-ci-workflows.sh (line 41)
Current text: "Trigger Estc Downstream Health"
Suggested fix: "Trigger Internal Downstream Health"
Why: The repository workflow is named Trigger Internal Downstream Health (.github/workflows/trigger-internal-downstream-health.yml), so the current displayed/used name is stale and misleading.

• Pattern gh-agent-workflows/stale-issues-remediator.md: 1 in-scope occurrence (included above).
• Pattern Trigger Estc Downstream Health: 1 in-scope occurrence in the trigger script; corresponding workflow name in repository is Trigger Internal Downstream Health.

Suggested Actions

• Replace both docs-patrol.md links with docs-patrol-overview.md.
• Replace stale-issues-remediator.md with stale-issues.md in docs/workflows/gh-agent-workflows.md.
• Update scripts/trigger-ci-workflows.sh to use Trigger Internal Downstream Health.
