Port mw_log dependable element and parser-safe backend design in SPP

- add local mw/log requirements and dependability targets for SPP
- restore backend architectural_design package and keep score_tooling-safe diagram set

build(mw/log): wire libclang toolchain and score_baselibs patch

- Register libclang toolchain (bazel/toolchains) required by rules_score
  unit()/component() C++ parser, and expose llvm_toolchain_llvm repo in
  MODULE.bazel use_repo() for its libclang.so.
- Add single_version_override patch for score_baselibs to export
  docs/safety_analysis/aou_requirements.rst, fixing a visibility error
  for the assumptions_of_use target.
- Add visibility for test_mw_log so it can be referenced from
  score/mw/log/dependability's dependable_element.

fix(mw/log): skip requirements py_test targets on QNX

These macros auto-create Python test targets, but QNX has no Python
toolchain. Mark them linux-only so QNX builds skip them.
