Would it be possible to pre-install and pre-configure the pre-commit hooks into the devcontainer, so that it runs automatically when working within the devcontainer?

From my point of view this is not a problem. I would even welcome if S-CORE starts using pre-commit hooks in many repos. As far as I know at this point in time this is the only repo using pre-commit hooks.

Where do you intent do use pre-commit hooks? Just to get started it is not required that pre-commit hooks are added into the generic devcontainer image.
