Cleanup of tsc-alias #291

(baby's first e18e issue, please let me know if I did something wrong)

the tsc-alias package pulls in some outdated and redundant libraries which could be improved, ones that I spot immediately off the bat are:

• chokidar 3, a version that's 2 majors behind and pulls in deps which have been replaced in newer versions of chokidar
• globby, pulling in a large amount of subdependencies

there also seems to be some subdeps which have e18e issues open as well, so that may be of help there.

the main actions I think should be dropping globby and replacing it with tinyglobby, and then trying to figure out if there are any blockers to upgrading chokidar and try to do that as well, right?
