Update Python version to 3.12.13 when it is available

Python 3.12.12 has critical CVE-2025-13836. This is fixed in Python's 3.12 branch (see PR python/cpython#142140). However, the 3.12.13 release has not yet been created.

Update the version of Python to 3.12.13 for all versions that use 3.12.12 when the new release is available.
